Since 1980, the Houston–Galveston/Stavanger Sister City Society has sponsored a program of activities where American youth of the Houston–Galveston area and Norwegian youth from Stavanger are able to explore and celebrate the two cultures.

This program culminates in a biannual Festival, where Houston–Galveston and Stavanger alternate as host cities. The festival is known as Texas Days in Stavanger and Stavanger Days in Texas.
